Install Real Snow from Blender Extensions inside Blender if the published version fits the Blender version in use.
For a downloaded ZIP, use Install from Disk and select the official archive.

Select the object that needs snow and open the add-on controls in the 3D View properties panel.
Generate the snow, inspect the resulting geometry and material, and save a local render test.
